Yes, Most fold down clothesline models have a ground mount kit option with some of the smaller units wall mounted only.
There are two types of ground mount kit which are Standard and Plated for the different ground surfaces.

The Standard ground mount kit is the type of post kit that you will need if you are installing the posts into a grass/soil area in the back yard.
It is 2 x Posts and 1 x Rear Spreader Bar.
This is the most common type of post kit from ground mounting fold down clotheslines as you dig two holes for the posts and cement them into the ground.
The Plated ground mount kit allows you to bolt the posts down onto the top of an existing concrete area rather than core drilling or jack hammering holes into the concrete.
The posts have metal plates welded on the bottom of the posts or a foot plate setup (varies depending on brand) with holes for dyna-bolting down onto the top of the concrete.
The plated kit consists of 2 x Posts with plates or foot plates and 1 x Rear Spreader Bar.
Yes mounting to a fence is possible but it is not the preferred method for installation of a fold down clothesline.
This is very similar to mounting on a non-brick wall, the mounting brackets would need to align with the fence posts and the posts would have to be solid.
You will also need to check council regulations in your area to see if this is allowed.
A freestanding Ground Mount Kit is an alternative option(recommended) as this allows for the clothesline to be installed independent of the fence, free standing.
A general rule of thumb is to install the top bolt of the fixing bracket at approx.
50mm above the users head height. An average height is approx 1800mm(6ft) but you can adjust this to suit your individual requirements.
